This campaign has taken on an additional thrust with the introduction of the African Union's NEPAD African Peer Review Mechanism (APRM) process in relation to the assessment of good political governance in countries. The Media Institute of Southern Africa (MISA) and other organisations involved in this campaign believe that countries cannot be assessed by the APRM as practising good

political governance if legislation such as "insult laws", preventing the disclosure of information about the conduct of those in government, remain in place.

Among the other organisations taking part are the World Press Freedom Committee, the South African National Editors' Forum (SANEF), the Southern African Editors' Forum (SAEF), the Southern African Journalists' Association (SAJA), Journalistes en Danger (JED) of the Democratic Republic of the Congo, the Media Foundation for West Africa (MFWA) and Media Rights Agenda (MRA) in Nigeria.

The purpose of the workshop is to devise strategies and methods to tackle governments so that, like Kenya in Africa and a number of countries in South America, they remove the legislation from their statute books and foster freedom of expression and freedom of the media as a people's right.

Veteran SA journalists launch bid to rid Africa of insult and criminal defamation laws

Cape Times (SA)
May 06, 2005
Lusaka: Two veteran South African journalists have launched an ambitious campaign to persuade African governments to rid the continent of "insult and criminal defamation laws" which shield governments from public scrutiny and stifle the work of the media.

Raymond Louw, former editor of the Rand Daily Mail, and journalist turned media consultant Jeanette Minnie, are hopeful that President Thabo Mbeki will help them in getting African governments to commit themselves to scrapping insult laws and criminal defamation before they can be accorded a rating of practising good political governance under the Peer Review Mechanism of the New Partnership for Africa's Development.
