MISA-Tanzania

MISA-Tanzania Profile

MISA-Tanzania (MISA-TAN) is one of the MISA chapters established in 1996 as a non-governmental organization (NGO) under societies ordinance, 1954 with the major objective to promote a free, independent and pluralistic press in Tanzania.
The role of MISA-Tanzania is primarily one of a coordinator, facilitator and communicator, and for this reason MISA-TAN aims to work together with all like-minded organisations and individuals to achieve a genuinely free and pluralistic media in Tanzania .

Election Media Monitoring Expertise

MISA-TAN was one of organizations met in 1999 to deliberate on the plan to monitor 2000 General Elections in the country. The meeting resolved the four organizations (MISA-TAN, Media Council of Tanzania, Tanzania Media Women Association and United Nations Association of Tanzania) to work together to monitor the media that would cover the 2000 General Elections.

The projects undertook the following activities:
• Developed a Code of Conduct for the media
• Trained Media Monitors
• Monitored the monitors
• Undertook media monitoring during campaigns and elections

Media Freedom Monitoring
Since 1997, MISA-Tanzania has been monitoring media freedom violations in the country through the issuing of action alerts on the violation of media freedom and production of publications and research on the same. While Media Freedom Monitoring Project is a continuous task, the 8 years of implementation of this project has proved the monitoring to be an excellent tool for advocacy as it strengthens the cause of freedom of expression.

In 2002, MISA-TAN conducted a research to establish both a number of media freedom violations and media adhering to a higher standard of ethical and professional practice. The two months research established the need to strengthen media freedom monitoring strategies in Tanzania .

GENDER MAINSTREAMING
Like other MISA Chapters in the region, MISA-TAN believes that gender is intrinsic to a pluralistic and diverse media; giving voice to all members of the community; realizing human inspirations as well as freedom of association. To ensure that gender is being effectively mainstreamed throughout its programs and activities, MISA-TAN uses gender as one of the important indicators for measuring whether each of the values and principles of MISA stands for is being achieved.

In 2003 the MISA-TAN, in collaboration with local NGOs contributed inputs to the regional Gender & Media Baseline Survey aimed to:

• Provide baseline data for monitoring progress toward achieving gender balance in media coverage;
• Build capacity in the region for monitoring media content from a gender perspectives; and
• Creating a key advocacy tool in the campaign to ensure that the voices of women and men in all their diversity are equally represented and fairly portrayed in the media of the region.

Policy Interventions
MISA-TAN is the coordinating organization in the media law reform processes, which led to the announcement of the Information and Broadcasting Services Policy of October 2003. The media law reform project being implemented jointly by MISA-Tanzania, United Nations Association, Tanzania Media Women Association, Media Council of Tanzania, Association of Journalists and Media Workers and Tanzania Union of Journalists is now at its second phase, seeking to have Freedom of Information Act (FOIA) in place.

Training
In the last two years of Strategic Partnership Programme (SPP) of MISA, MISA-Tanzania has collaborated with a number of local and international organizations to provide training on various subjects such as business management, media ethics, investigative reporting, enhancing good relationship with political parties, and online publishing.
